Aged Care, Disability, Leisure and Health Qualification Review
Overview
The Aged Care, Disability, Leisure and Health Qualification Review will evaluate and update 6 qualifications to enhance their relevance and assist the sector’s capacity to meet growing demand and evolving challenges. It will align training with current and emerging roles, technology advancements, findings from the Royal Commissions and create a more sustainable career pathway for those in these sectors.

Consultation
Following an exploration of key roles in the aged care, disability and leisure and health sectors, we are drafting revised qualifications which will be available for review through our consultation portal. (Find instructions on how to access and use the portal). If you have already registered for project updates previously, you will receive an email with an invitation to sign up to our consultation portal, if you haven't signed up, you can still do so.
Public consultation will be held between Monday 31 August and Monday 19 October 2026 during which time draft training products will be available through the consultation portal.
Please join us for a collaborative in person or online workshop to inform the review of the:
- CHC33021 Certificate III in Individual Support
- CHC43121 Certificate IV in Disability Support
- CHC43015 Certificate IV in Ageing Support
- CHC43415 Certificate IV in Leisure and Health
- CHC53415 Diploma of Leisure and Health
- 11461NAT Diploma of Leadership in Disability Services.
The workshops provide you with the opportunity to contribute to national care and support priorities, engage and contribute to skills and workforce developments, and take part in consultation. We will be discussing:
- skills and capabilities needed for current and future care and support roles
- contemporary and culturally safe practice
- emerging workforce trends and service delivery models
- pathways that support attraction, retention, professional development and leadership.
Come along to have your say. We welcome participation from people with lived experience, carers and families, frontline workers, team leaders and managers, service providers and employers, peak bodies and advocacy organisations, training providers and RTOs, industry and policy experts, and government and regulatory representatives.
While the in person workshops will look at all project qualifications, the online workshops will be focus on the following specific qualifications:
- CHC33021 Certificate III in Individual Support - 9, 14 and 16 September
- CHC43015 Certificate IV in Ageing Support - 18 and 22 September
- CHC43121 Certificate IV in Disability Support and 11461NAT Diploma of Leadership in Disability Services - 28 September, 1 and 7 October
- CHC43415 Certificate IV in Leisure and Health and CHC53415 Diploma of Leisure and Health - 2 and 5 October
Development
The Functional Analysis report explores key roles in the aged care, disability and leisure and health sectors and identifies the skills and tasks which underpin them. Our analysis was informed by industry consultation, desktop research, job advertisement analysis, workforce capability frameworks, regulatory standards, modern award and policy changes, subject matter expert input, employer and worker interviews, and feedback from HumanAbility’s technical and industry advisory committees.
Functional analysis is a systematic process of evidence gathering, synthesis and validation. It focuses on the defining roles and work contexts in scope, reviewing existing workforce information, analysing patterns in tasks and responsibilities, engaging with sector stakeholders, and identifying the functions and sub-functions that describe how work is organised and carried out. Its insights will contribute to the draft training products which will be released through two rounds of public and government consultation.

Project Scope
This project will review key qualifications across the aged care and disability sectors including the CHC33021 Certificate III in Individual Support which acts as an entry qualification for aged care and disability support work.
Disability services and aged care have different purposes. Disability services facilitate independent living, social and community participation. Aged care supports dignified ageing. Both sectors aim to support and enhance quality of life. While this project will look at training products used in both sectors, we will distinguish them where possible.
There are a number of areas informing this project including the Royal Commission into Aged Care Quality and Safety and the Royal Commission into Violence, Abuse, Neglect, and Exploitation of People with Disability. There are regulatory challenges and recommendations, workforce shortages and growth projections, a lack of minimum qualification requirements and worker registration scheme. These will all be considered as part of the project.

Qualifications and Units Under Review
Project Governance and Consultation Strategy
Each project is overseen by a Project Manager who works with a core team to undertake the day-to-day project activities. A Technical Committee is established to support development work and provide advice, and a Consultation Strategy is developed to identify key stakeholder groups and outline engagement activities.
