Endorsement and Implementation

The Case Management project reviewed the CHCCSM013 Facilitate and review case management unit of competency in 3 diploma qualifications:

  • CHC52021 Diploma of Community Services
  • CHC50321 Diploma of Child, Youth and Family Intervention
  • CHC50421 Diploma of Youth Work.

The project was fast-tracked to address the inability of some states to provide practical placement for diploma students due to regulatory requirements.

The final training products were endorsed by the Skills Ministers on 26 August 2025 and published on the National Training Register on 5 September 2025.

The 3 updated qualifications are:

Before being submitted for endorsement, the training product underwent a comprehensive public and government consultation process followed by consideration and support by the Senior Responsible Officers, Training Package Assurance Body and Skills Ministers.

A Consultation Log was submitted alongside the draft training products, which includes evidence of industry support for the changes made. This log is also available on the project webpage. The CHC Companion Volume Implementation Guide has also been updated to assist industry and registered training providers in implementing the CHC Training Package.

Case Management Implementation Workshops

Following the endorsement by the Skills Ministers and publishing of the final training products on the National Training Register, we held implementation workshops for the updated unit of competency.

The workshops were designed to support RTOs, TAFEs and other training providers in implementing the unit effectively across a range of workplace and learning contexts.

Finalisation and Submission

We appreciate the enthusiastic and positive engagement from the Community Services sector during the national consultation virtual workshops.

The project's primary goal is to address current assessment conditions in the CHCCSM013 Facilitate and review case management unit of competency that prevent students across Australia from completing their qualifications.

We will work with the Australian Skills Quality Authority to request an extension to the transition period for the 3 Community Service diploma qualifications:

  • CHC50413 Diploma of Youth Work
  • CHC50313 Diploma of Child Youth and Family Intervention
  • CHC52015 Diploma of Community Services.

Between November and December 2024, 6 virtual workshops were held with 44 attendees providing valuable feedback and suggestions.

We also received 53 completed surveys during the consultation period. All feedback has been carefully considered, analysed and integrated into the final materials.

The Technical Committee supports the revised draft documents which shortly submitted to the Department of Employment and Workplace Relations' assurance body for assessment and endorsement to the Skills Ministers.

Consultation

Thank you to all participants who provided their feedback on our Consultation Paper. Your perspectives are important to shaping the outcomes of our project and ensuring alignment with industry needs.

Consultations were held between Monday 18 November and Friday 20 December 2024, and you can review the feedback we received in the Consultation Log.

Development

The Technical Committee provided specialised advice and guidance for this project and recommended stakeholders and consultation advice. Its members also offered technical advice on skills and placement hours needed for 3 diploma qualifications.

We conducted desktop research and reviewed available information on industry standards, working conditions and employer recruitment selection criteria.

Project Scope

The CHCCSM013 Facilitate and review case management unit of competency is a core component of 3 diploma qualifications, however some states cannot provide these placements due to regulations requiring bachelor-level qualifications. This is preventing students from completing their studies.

Our project will focus on whether the unit should be moved to the elective banks for:

  • CHC50321 Diploma of Child, Youth and Family Intervention
  • CHC52021 Diploma of Community Services
  • CHC50421 Diploma of Youth Work

Project Governance and Consultation Strategy

We have established a Technical Committee (TC) of experts to provide advice for the project. TC members are selected for their relevant expertise on the diverse aspects of the project.

Qualifications and Units Under Review

This project reviewed one unit of competency which affected 3 diploma qualification packaging rules.

Project Governance and Consultation Strategy

Each project is overseen by a Project Manager who works with a core team to undertake the day-to-day project activities. A Technical Committee is established to support development work and provide advice, and a Consultation Strategy is developed to identify key stakeholder groups and outline engagement activities.
